The problem is that the separate inboxes did not show up. Also no Accounts listed. I had to go in Settings and turn off each account go back to Mail. Exit Mail without doing anything and go back to Settings and turn each account back on. This bug is a configuration issue where the programmer assumed the user would add accounts after the install. There is not even a way to archive and maintain the contents of an Outlook account in Outlook 2016 for Mac as there is in the Windows version. Refer to this post on AskDifferent.
