UPDATE: A less messy workaround is to copy the Frameworks folder inside the Starbound.app bundle into ~/Library/Application Support/Steam/SteamApps/common/Starbound, then launch starbound_server from the osx directory as usual. I was able to get this to work, but it's a messy workaround.
